i come from a background of retail where have worked for big box stores. i have worked for both home depot and petsmart. one of the things that stood out in my memory is that at monthly store meetings, where we would hook up across the nation with other stores, one of the ways we closed each meeting was counting down how many mom-and- pop stores we close down each month. that has always stood out in my mind. while i have been living in san francisco and i took a job with jefferies, the one thing that was tantamount to my mind is that we were part of the community and we know most of our customers by name. we know their animals and we know their needs and we know each other. we are part of each other's community. that's something i would hate to see us lose by allowing the big boxes to command. thank you. >> good afternoon, supervisors. i am the owner of a natural pet food store in two locations and about to open a huge manufacturing facility in san francisco and i would like to encourage the legislation so we can keep our stores going and keep the small pe

this is a big number, but of course that is if we do nothing. in response, the mayor has also proposed several financial strategies as part of that plan. those financial strategies include one piece of those financial strategies and revenue. those opposed to be about 12% of the solutions to that problem in the five-year financial plan. this proposal that is before you is an attempt to provide a solution to that piece of our problem. the rest of the solution was coming from the expenditure side which means reducing city costs and pension reform, which the mayor has been working very hard to implement. it means reducing the size of our work force and the cost of doing business as city departments and reductions to the amount that we're able to allocate to the contractors, a wide range of policy approach is designed to close that gap and bring this back into sound basic structural financial balance over the next five years. the approach that the mayor has tried to take is to spread those -- the burden of those solutions out over multiple participan

all one big family. though we are not. >> i have been an active officer since 1972. i have a retired city employee and i am also a member and have worked with plb as well. i agree with almost everything that has been said. one thing that i want to stress, during the supposedly fair agreement, retirees were locked out of this completely. we were not allowed to go to the meetings or expressed our concerns or viewpoints. many of us are very anxious. some things to do with the trust fund. even on the two-tiered system. i want to read something about the supplemental that is in the language that did not hear coming from mickey callahan. the safety of the of the system being in poor shape, it is the second best funded in the united states. and, of course, we want to keep it that way. the city now has to contribute more. and at one point, they were contributing anything because of the investments. our investments are bad, and i want to say this thing about the supplemental. this change for current employees, people that are hired in terms of the actuarial value related to t
